Licensing in this borough
Milton Keynes is a light-touch borough to hold stock in.
Much of the South East has been adding landlord paperwork. This borough has not. Milton Keynes City Council's own private sector housing pages set out mandatory HMO licensing and nothing beyond it: the England-wide licence for a property let to five or more people forming more than one household. No selective licensing scheme covers ordinary single lets here, and no additional licensing scheme covers smaller HMOs. Plenty of our neighbours cannot say that.
The control that does bite is Article 4. The council removed permitted development rights for turning a family dwelling into a small HMO, under directions running since 2010 and 2011, so a conversion needs planning permission even where it would need no licence. That is a control on changing what a property is, not a charge on letting the one you already own.
None of it changes the standard at a checkout. Licensing decides your paperwork; the check-in report decides your deposit case. What the light-touch position really means is that turnover speed rather than compliance admin is the thing worth optimising here, and that is the part we are for. Confirm your own property's position with the council's housing team before you rely on any of this, because a discretionary scheme can be consulted on and introduced at any time.

What the numbers say about turnover here.
The rental pool is real and it is growing. The 2021 Census counted 23,656 private rented households out of 113,103 in the borough, 20.9% of the total, and the population has grown 6.07% since, from 288,312 in mid-2021 to 305,806 in mid-2024 on ONS mid-year estimates. Housebuilding has cleared its target for seven consecutive years, with 1,955 homes finished in one nine-month stretch against an annual target of 1,767.
The Renters' Rights Act changed the rhythm of all that from 1 May 2026. Tenancies are periodic, notice is two months, and the seasonal peaks that used to let you plan a summer of changeovers have flattened out. In practice you get less warning before a void and less time to book a clean, which is why portfolio bookings here work off your checkout calendar rather than ours, with the end-of-month crunch blocked out in advance.
The same Act stops a landlord unreasonably refusing a pet request, and the insurance backstop that was originally floated never made it into the Act, so pet residue is now a deposit question rather than an insurer's. We price it in the open instead of arguing it afterwards: £20 where an animal has been in the property, £30 a room for carpet steam cleaning, and £30 for the hall, stairs and landing taken as one run.
Serviced apartments and changeovers
The Central Milton Keynes towers run to a different rhythm.
Not all of the stock in the centre is let on assured shorthold tenancies. A share of it runs as serviced apartments, where the need is a repeat changeover between short stays rather than one clean at the end of a year. Different job, same building rules: sign in at a concierge desk that is staffed around the clock, book the service lift, use the underground bay, and be finished inside the window between one guest leaving and the next arriving.

Do I need a licence to let a property in Milton Keynes?

What happens if the checkout flags a cleaning item?
We return and deal with it, free, provided the note reaches us inside 48 hours of the clean. The photo record from the original visit goes back out with the crew, which usually settles whether the item was there when we left.
Do you cover the whole borough?

Budget for it rather than fight it. Since 1 May 2026 a pet request cannot be unreasonably refused and the pet-insurance backstop was dropped, so pet residue is a deposit matter. On our list pets add £20 and carpet steam cleaning is £30 a room, quoted with the turnover rather than after it.
